Tennessee VINE is a custody-status and notification service. TDOC Victim Services expressly directs users to VINELink for felony offenders in Tennessee Department of Correction custody. That statewide statement does not prove that every short Hawkins County Jail booking is included. Search the person first and inspect the reporting agency or facility shown on the matching record.

“Released” from one custodian is not always release to the community. A transfer can end a Hawkins booking while custody continues under TDOC, another jail, federal authorities, or another agency. Verify Every Hawkins VINELink Alert
A VINE alert is a timely lead. It is not the final agency record. Contact the office named in the alert and ask what the event means. For Hawkins County Jail, request the booking-and-release record with its date, time, type or authority, releasing facility, and public transfer destination. For a TDOC event, compare the VINE notice with FOIL and the state record.
Timing can differ between systems. A court can enter an order before the jail finishes processing. An agency update can reach VINELink after the physical event. FOIL can change after TDOC receives more court paperwork. Save the alert time, then compare it with the source record rather than forcing the timestamps to match.
If the status says transfer, follow the receiving agency. Do not shorten “transferred from Hawkins County Jail to TDOC” into “released” because the person remains confined. If the status is missing or stale, a no-result still does not prove that custody ended.
Compare Hawkins VINELink With FOIL
TDOC Felony Offender Information Lookup, known as FOIL, covers current and former Tennessee felony offenders. It supports name searches, aliases, TDOC ID, or State ID Number, followed by a CAPTCHA. Its detail record can show supervision status, assigned location, sentence dates, release eligibility, and parole fields. This makes it a useful state-record cross-check when VINELink reports a TDOC person.
Read FOIL’s supervision status with its assigned location. “Parole” is evidence that the person left confinement for community supervision while the sentence continues. “Probation” confirms supervision but does not prove a prior prison discharge. “Inactive” does not define its own termination reason. An incarcerated status or prison location indicates that custody continues.
FOIL is not a full archive of every Hawkins misdemeanor or pretrial booking. Some state prisoners may be physically held in Hawkins County Jail, while many short county detainees will have no TDOC felony record. That local dual-system issue is why agency identity matters in VINELink and why transfer must remain distinct from release.
